Total SA to operate PNG's Gulf project

TOTAL SA, French based global energy giant has been appointed Operator of Petroleum Retention Licence (PRL15) 15 Joint Venture.

InterOil Corporation (InterOil), partner in the project, commonly known as Gulf LNG project, last Friday announced that all participants in the PRL 15 Joint Venture have unanimously voted to appoint Total E&P PNG Limited as operator of the PRL 15 Joint Venture.

According to a brief statement issued by InterOil last Friday; the appointment will take effect in accordance with an operator transition plan and the terms of the Joint Venture Operating Agreement.

InterOil said the appointment is subject to all necessary PNG Government approvals.

Attempts to seek comments on the appointment from Total SA, as the operator of the project, was unsuccessful.

However, the Government through Petroleum and Energy Minister Nixon Duban made its position clear that it prefers Total as the operator of the project.

Mr Duban without any hesitation declared its support for Total to operate the country’s second LNG project. He told reporters recently that the government would want to see the Elk-Antelope project commence production by either late 2020 or early 2021. The consortium also outlined that they are preparing for early work in 2016 after all technical and commercial processes such as front end engineering design and final investment decisions are reached.

A text message to Mr Duban for comments was acknowledged without any comments.

The State’s nominee on the Elk-Antelope project is the National Petroleum Company of PNG (NPCP).
