PNG COVID-19 : State of Emergency orders issued for NCD, Central and Western Provinces
SOE CONTROLLER ISSUES EMERGENCY ORDERS FOR NCD, CENTRAL & WESTERN PROVINCE
I, Commissioner David Manning, Emergency Controller, by virtue of the Emergency (General Provisions) (COVID 19) Regulation 2020 (Regulation) and other Emergency Laws, hereby issue the following emergency orders for immediate implementation:
1. The measures set out in this Emergency Order apply to National Capital District, Central Province and Western Province – except if otherwise specified in the Order – Provinces that the Emergency Controller has officially confirmed to have a positive COVID-19 case(s).
2. Between the hours of 8pm and 6am daily, no person shall be allowed outside of their dwelling place, unless:
- to seek urgent medical assistance;
- in case of an emergency (including but not limited to a fire); and
- an exempted person listed in Schedule 1 (see below.)
3. All forms of public gatherings are prohibited, except for markets listed in schedule 2 (see below), supermarkets, fuel stations, sea ports, airports, hotels, banks, pharmacies, healthcare providers, and shops licensed to trade which may remain open.
4. Restaurants may remain open, but shall only serve takeaway food and non-alcoholic beverages.
5. Customary gatherings are limited to gatherings of 4 persons or fewer.
6. All persons must adhere to social distancing requirements, and safe and hygienic practices.
7. For purposes of this Order, no persons shall gather in groups of more than 4 persons in public places.
8. All forms of public transportation (including taxis) are prohibited.
9. Private transport is allowed, including hotel and security transportation.
10. The sale and purchase of alcohol is prohibited.
11. Public consumption of alcohol is prohibited.
12. Domestic flights within PNG are hereby prohibited, except flights with the written approval of the Emergency Controller or his delegate. Paragraph 22 and 23 of Emergency Order 7 are revoked.
13. Venues and parts of venues within PNG must immediately close for the duration of the National Emergency that provide:
- gambling activities and services;
- night club and pub activities and services;
- sports, and sports clubs and venues selling tickets to patrons to be spectators of sports, musical or cultural activities;
- religious services, including church.
14. All previous Emergency Orders continue to apply, unless provided for specifically in this Emergency Order.
15. Non-compliance with this Emergency Order should be reported to an authorised officer or the Provincial Police Commander.
16. Any Authorised Officer(s) appointed by the Emergency Controller pursuant to the Regulation, shall carry out and enforce the Emergency Orders accordingly.
17. This Emergency Order comes into effect on 16 April 2020 at 8pm and shall apply until 11:59pm on the 30th of April, unless extended by the Emergency Controller.

Schedule 1
Any of the following persons on duty:
• Police personnel;
• Defence Force personnel (and their contractors);
• Flight crews, cargo vehicle crews, vessel crews, flight engineers and technical crews;
• Licensed Security Companies – restricted to personnel providing security services;
• Essential Public Servants;
• Persons working on the COVID-19 response;
• Health workers or persons assisting in the delivery of health services;
• Emergency Personal and Support Staff;
• Diplomatic personnel with diplomatic travel documents or passports;
• United Nations Personnel;
• World Health Organisation Personnel; and
• Other essential service providers authorized by the Emergency Controller from time to time.
Schedule 2 – Markets amended
• All Markets in Western Province may remain open.
• All Markets in Central Province may remain open.
• All side markets and road markets in NCD may remain open, but no more than 4 persons allowed per stall at any one time.
