PM Marape Charts Course for a More Resilient and Modern PNG Defence Force
Prime Minister Hon. James Marape has announced a comprehensive plan to transform the Papua New Guinea Defence Force (PNGDF) into a more robust, self-reliant, and disciplined military. In a landmark address to senior defence officials, including Defence Minister Hon. Billy Joseph, Defence Secretary Mr. John Akipe, and Commander Rear Admiral Philip Polewara, PM Marape emphasized the need for a modernized force capable of addressing both domestic and international security challenges.
“PM Marape Unveils Blueprint for a Stronger, More Resilient PNG Military,” he declared, outlining a bold strategy inspired by global leaders in defence, such as Israel. He highlighted how nations with limited resources have achieved military excellence through investment in training, technology, and discipline. Marape urged PNGDF leaders to embrace a culture of resilience, moving away from outdated mindsets that limit progress. “Our goal is clear: to build a defence force that not only protects our sovereignty but also earns respect on the regional and global stage,” he stated.

The Prime Minister’s vision includes a 20-year roadmap aimed at reshaping the defence sector. Among the key initiatives is a focus on enhancing operational efficiency rather than simply expanding troop numbers. The government plans to maintain three land battalions with a total personnel strength of 5,000 to 7,000, ensuring a lean yet highly effective force equipped with modern tools and advanced training programs.
Another critical component of the plan is the establishment of a joint Air Wing , which will improve coordination across military branches. This unit will play a vital role in supporting defence operations, law enforcement, disaster response, and national security efforts, making the PNGDF more versatile and adaptable to emerging challenges.
To bolster national preparedness, a civilian volunteer program will be introduced, modeled after successful initiatives in countries like Israel. This program will provide basic military training to civilians, ensuring the nation is better equipped to respond to crises. Additionally, the Reserve Force, as outlined in the Constitution, will be activated to strengthen national defence capabilities.
Discipline within the ranks will also be prioritized under the new reforms. Stricter regulations on smoking and alcohol consumption will be enforced, with new recruits required to abstain from these habits for at least five years. “The PNGDF sets high standards for its members, just as any employer would, and these measures are essential for maintaining professionalism and operational readiness,” Marape explained.
The plan also seeks to reduce reliance on external contractors by restoring the PNGDF’s internal capacity for logistical and support functions, such as catering, medical services, and engineering. Funds previously allocated to outsourcing will now be reinvested into strengthening the force’s own infrastructure, promoting greater self-sufficiency.
Acknowledging the economic challenges faced in 2024, including a K2 billion revenue shortfall, Marape stressed the importance of ensuring long-term financial sustainability for the PNGDF. This will enable the force to operate effectively while remaining viable for decades to come.
Reflecting on recent security incidents, including the events of January 10, 2024, when his safety was threatened, the Prime Minister praised the PNGDF for its professionalism and restraint. He reiterated that the military’s primary mission is to protect the nation, not to engage in domestic conflicts. “Our defence force exists to safeguard Papua New Guinea’s future, ensuring a safer and stronger country for generations to come,” he affirmed.
As Papua New Guinea approaches its 50th anniversary in September, the government remains committed to working closely with Defence Minister Billy Joseph, Secretary John Akipe, and Commander Rear Admiral Philip Polewara to implement these transformative reforms.
PM Marape called for unity among all stakeholders, urging them to rally behind this bold vision. His ultimate aim is to position the PNGDF as a modern, self-reliant, and globally respected military force capable of meeting the demands of the 21st century.
