The official declaration was made at about 4 p.m. by Regional Returning Officer Marcellin Butu at the Hutjena United Church counting centre in Buka, where Toroama collected 90,448 first-preference votes—far exceeding the 69,447 votes required for an absolute majority.

In his victory remarks, Toroama expressed appreciation to Bougainvilleans for their trust and vowed to continue advancing the cause of independence, saying, “The people have spoken. I will continue to pursue independence for Bougainville.”

Toroama acknowledged the Bougainville Electoral Commission (OBEC) for overcoming obstacles to deliver a successful election and emphasised that the outcome reflects the will of the people.

Key leaders, including North Bougainville MP Francesca Semoso, Tonsu MP and Attorney General Ezekiel Masatt, and Vice President Patrick Nisira, attended the event, underscoring strong political backing for his administration.

The decisive win strengthens Toroama’s position as Bougainville prepares for critical negotiations with the Papua New Guinea Government on the roadmap to achieving full independence.
