PNG Govt Appoints Sam Loi as Acting IRC Commissioner General
The National Executive Council has formally appointed Sam Loi as the Acting Commissioner General of the Internal Revenue Commission, with the appointment taking effect from December 17, 2025.

The decision ensures the continued lawful exercise of all statutory powers under Papua New Guinea’s taxation laws while the Government undertakes the process of identifying and appointing a permanent Commissioner General.
Mr Loi is no stranger to the organisation, having previously served as the Commissioner of Tax and holding several senior leadership roles within the IRC over a career spanning more than two decades.
He began his service with the commission in 1999 and progressed through various operational and management positions, including auditor and Assistant Commissioner for the Large Taxpayers Office, giving him deep institutional knowledge of PNG’s tax administration system.
The Government said his appointment reflects a commitment to stability and continuity at a time of significant institutional and legislative reform within the revenue authority.
Mr Loi’s appointment follows the resignation of former Commissioner General Sam Koim, who stepped down earlier this month after more than six years at the helm of the IRC.
Mr Koim’s departure came amid discussions on proposed amendments to the IRC Act and his decision to enter politics to contest the Dei Open electorate.
The IRC has assured taxpayers, businesses and financial institutions that operations remain unaffected, with all services continuing as normal under Mr Loi’s acting leadership.
