PNG Regulator Orders Starlink to Stop Operating Without Licence
Papua New Guinea’s communications regulator has ordered Starlink to stop providing satellite internet services in the country, saying the company is operating without a valid licence.
The National Information and Communications Technology Authority (NICTA) said it formally instructed SpaceX, the parent company of Starlink Internet Services PNG Limited, on December 11, 2025, to cease all Starlink services in PNG in line with existing laws.

NICTA explained that while discussions with Starlink had progressed and licensing talks were close to finalisation, the process was interrupted following a directive from the Ombudsman Commission in March 2024 that barred the authority from issuing a licence to Starlink.
According to NICTA, Starlink is currently not authorised to operate in Papua New Guinea under the National Information and Communications Technology Act 2009.
Despite this, the regulator said it has noted continued importation, sale, installation and use of Starlink satellite terminals across various parts of the country in recent months.
NICTA warned that the use of Starlink equipment without approval breaches national telecommunications laws and exposes individuals and businesses to legal penalties.
“Any importation, supply, installation or use of Starlink terminals without proper authorisation is unlawful and constitutes an offence under the Act,” NICTA said.
