PNG must ensure equal digital access for all citizens, says new ICT Minister Naguri

Papua New Guinea's new Information and Communication Technology Minister Robert Naguri says the country's push toward digital transformation must reach every citizen equally, regardless of where they call home.

Mr Naguri delivered the message while opening the Digital Transformation Summit 2026 in Port Moresby on Monday, telling delegates that rural communities, women, youth, people living with disabilities and small businesses must all share in the benefits of digital progress.

"Digital transformation must benefit every Papua New Guinean. No one should be excluded because of geography, gender, disability, age or income," he said.

Setting out the government's roadmap, the minister identified four priorities to guide the country's digital future: building public trust, strengthening digital infrastructure, encouraging innovation and promoting inclusion.

He explained that uptake of digital government services depends heavily on public confidence, noting that citizens will only engage with online systems if they believe their personal data is safe.

"Trust is the foundation upon which a successful society is built," Mr Naguri said.

He reaffirmed the government's commitment to extending digital infrastructure into more provinces, districts and communities, allowing greater participation in the digital economy.

According to the minister, dependable internet access, secure data centres and stronger government digital platforms have become critical to improving outcomes in education, healthcare, business and public service delivery.

"These are no longer optional investments. They are essential infrastructure," he said.

Mr Naguri called on government agencies, private businesses, development partners and young innovators to collaborate in translating the summit's ideas into real solutions capable of improving the everyday lives of Papua New Guineans.
