2025 Tertiary Selections and TESAS Awards Announced, HECAS List Released
The Department of Higher Education, Research, Science, and Technology (DHERST) has officially announced the 2025 tertiary education selections and the distribution of Tertiary Education Study Assistance Scheme (TESAS) awards. This year's announcements highlight the Government of Papua New Guinea’s ongoing commitment to improving access to higher education and providing financial support to students across the country.
As part of the 2025 National Budget, an additional K10 million has been allocated to TESAS, signaling the government's focus on expanding opportunities for students. This significant budget boost has enabled the expansion of the TESAS quota, which will benefit a total of 15,889 awardees. This includes 5,251 first-year students who were selected via the National Online Selection System (NOSS), 631 non-school leavers meeting TESAS criteria, and 10,007 continuing students enrolled in TESAS-eligible programs at registered higher education institutions (HEIs). Additionally, the 2025 selections include students from newly recognized TESAS-eligible undergraduate programs.
The TESAS award list for 2025 includes first-year students selected through the National Online Application System (NOAS), as well as continuing students across all recognized HEIs, including universities and colleges. However, due to some institutions failing to submit continuing student reports on time, DHERST has announced that a supplementary TESAS list will be released in late March 2025, following the conclusion of Semester 1 registrations. Institutions responsible for delays in report submissions are expected to address any eligibility concerns raised by students.
DHERST also announced the release of the Higher Education Contribution Assistance Scheme (HECAS) list for continuing students. Students who do not appear on the TESAS award list should refer to their respective HEIs for clarification. Continuing students who have been awarded TESAS or HECAS are advised to check their travel itineraries with Air Niugini, with travel arrangements following the guidelines provided by HEIs in the prior academic year.
For TESAS awardees, first-year students are encouraged to confirm their award acceptance or decline via the NOAS MyStatus portal. Recipients eligible for travel benefits will be notified about their travel arrangements through the same portal.
DHERST has also confirmed that all outstanding TESAS arrears for the 2024 academic year have been fully settled. Disbursement for the 2025 TESAS payments for Semester 1 will begin promptly after HEIs complete student registrations on the i-PNG register.
The department expressed its gratitude to the National Government for its ongoing support of higher education in the country and thanked the efforts of HEI registrars, student data officers, and the DHERST team for their dedicated work in ensuring the smooth implementation of TESAS and HECAS.
