Foreign Visitors to Pay Green Fee in PNG for Climate Action
A K50 Green Fee will now be charged to foreign passport holders departing from Papua New Guinea as part of a new initiative to support national climate efforts. The Climate Change and Development Authority (CCDA) and National Airports Corporation (NAC) jointly launched the program at Jacksons International Airport in Port Moresby.

According to CCDA Acting Managing Director Debra Sungi, the revenue from this fee will support the country’s climate change mitigation and adaptation programs, which currently face funding shortfalls. Sungi noted that this year's government allocation of K8.9 million is mostly consumed by staffing costs.
Ms. Sungi added that the program has strong growth potential, with projections estimating K11 million could be raised within six months of its launch. Plans are underway to roll out the initiative at other international airports and seaports across PNG.
Initially, the fees will be collected manually due to current system limitations. However, integration into airline ticketing or visa systems is being considered for future implementation.
She confirmed that PNG citizens, crew members, military personnel, children under 12, and transit passengers staying under 12 hours will be exempt from the fee. The model is inspired by similar schemes used across the Pacific region and globally.
Sungi emphasized that this fee is part of broader climate financing mechanisms aligned with global environmental goals, especially in sectors like tourism and biodiversity protection.
Under the Standard Operating Procedure agreed with NAC, all collected fees are directed to the Department of Finance’s Consolidated Revenue Fund. CCDA and NAC will not handle the money directly.
