New Zealand Opens Door to More PNG Seasonal Workers and Visitors

The Government of New Zealand has introduced new visa changes that will make it easier for Papua New Guineans to travel and work in the country. The move, which will take effect in July, aims to deepen ties and expand opportunities for PNG citizens seeking seasonal employment or short-term visits.

New Zealand High Commissioner to Papua New Guinea, His Excellency Mr. Peter Zwart, confirmed that PNG nationals applying for a Visitor Visa will now be eligible for multi-entry access. “This allows Papua New Guineans to travel in and out of New Zealand multiple times within a 24-month period,” he said. The initiative will run as a 12-month trial to gauge its effectiveness and future viability.

Further simplifying the process, Mr. Zwart announced that Papua New Guineans who hold valid Australian visitor, student, work, or family visas can travel to New Zealand using only an Electronic Travel Authority (ETA). This removes the need for a separate New Zealand visa and is expected to benefit many PNG citizens who already travel to Australia.

In support of New Zealand’s agricultural and manufacturing industries, two new visa categories will be introduced under the Recognised Seasonal Employer (RSE) Scheme. The Global Workforce Seasonal Visa (GWSV) will target higher-skilled roles and allow workers to stay for up to three years. Meanwhile, the Surged Capacity Seasonal Visa (SCSV) will help fill urgent labour gaps in sectors such as seafood processing, forestry, and meat production.

“These new visa categories will offer more flexibility to meet seasonal labour needs while supporting PNG’s workforce development,” Mr. Zwart stated.

PNG’s Minister for Foreign Affairs, Hon. Justin Tkatchenko MP, welcomed the changes, describing them as timely and beneficial. He also acknowledged New Zealand’s ongoing support for Papua New Guinea’s 50th Independence Anniversary in September 2025.

“We’re grateful for New Zealand’s commitment to participate in the celebrations, especially through the involvement of their Defence Force during our planned Military Week,” Minister Tkatchenko said.

Mr. Zwart added, “We look forward to our Defence Force contributing in many events throughout September, strengthening our relationship with Papua New Guinea.”
