Landowners Threaten to Shut Down Water, Electricity to PNG Capital Port Moresby if K15 Million Not Paid

Traditional landowners from Sirinumu and Rouna have issued an ultimatum to the PNG  Government: pay the outstanding K15 million compensation or face a full shutdown of water and power to Port Moresby.

The threat comes after years of unfulfilled promises tied to NEC Decision 356 of 2013 and a 2025 directive by former Finance Minister Micky Kaeok, both of which acknowledged the landowners as rightful recipients of compensation for hosting vital infrastructure.


“Our water has powered this city for over 60 years, but we receive nothing,” said Steven John, SIDCO chairman. “We are not asking for favors. We are demanding what is rightfully ours.”

He said the group has exhausted all legal and procedural options and that the continued silence from the Departments of Treasury and Trade and Commerce leaves them no choice but to act.

Landowners also expressed frustration over the creation of Koiari Energy and Water Corporation, a company allegedly set up without their consent. “This entity is a fraud. It doesn’t speak for us,” said one of the leaders.

With police ensuring safety at the peaceful protest site, the landowners say they remain open to dialogue but will act if ignored. “If our demands are not met, Port Moresby will wake up without water and power tomorrow,” John warned.
