New Zealand Expands Seasonal Work Scheme and Skills Training for PNG Youth
Papua New Guinea and New Zealand have committed to strengthening education and employment opportunities, with over 10,000 Papua New Guineans expected to benefit from New Zealand’s Recognised Seasonal Employer (RSE) scheme.

The announcement followed high-level discussions between Prime Minister James Marape and New Zealand Prime Minister Christopher Luxon during his official visit to Port Moresby. Key topics included expanding vocational training, supporting youth employment, and increasing skilled labour mobility.
The expanded RSE scheme will provide young Papua New Guineans with job opportunities in New Zealand’s agricultural sector, while also exploring long-term pathways for skills development. Prime Minister Luxon also reaffirmed New Zealand’s support in strengthening vocational education and infrastructure investments in PNG.
As part of the visit, Prime Minister Luxon committed K7.57 million to polio vaccination and visited the construction site of an eye clinic at the Port Moresby General Hospital. He addressed Parliament and acknowledged PNG’s progress in education, health, and governance.
Prime Minister Marape described the relationship with New Zealand as transformational, not transactional, emphasizing shared values in youth development, climate action, and regional cooperation.
