The agreement was signed in Hanoi, Vietnam, by ICT Secretary Steven Matainaho, representing PNG under the mandate of Foreign Minister Justin Tkatchenko. Matainaho was accompanied by NICTA Chief Legal Officer Oala Moi, who was part of PNG’s delegation during last year’s negotiations.

Acting ICT Minister Peter Tsiamalili Jr said the signing follows Cabinet’s approval for PNG to accede to two key cybercrime agreements — the UN Cybercrime Convention and the Budapest Convention, which PNG will join next month.

“By signing these conventions, Papua New Guinea is taking proactive steps to protect its systems and citizens through global cooperation and modernized laws,” Minister Tsiamalili said.

He said the Department of ICT will partner with the UN and the Council of Europe to enhance national legislation, improve coordination between ICT agencies, and establish new laws on cybersecurity, data protection, and digital identity.

The UN Cybercrime Convention, adopted in December 2024, will come into effect once ratified by 40 countries. Its aim is to create a global framework for investigating and preventing cybercrimes.

“This initiative places PNG among countries serious about digital resilience,” Tsiamalili remarked. “We are ready to safeguard our nation in the digital age.”
