PNG Health Minister Responds to Ken Kandap Wai Allegations on Senior Appointments

Allegations by outgoing Acting Health Secretary Ken Kandap Wai regarding his non-selection for permanent appointment have prompted a formal response from Papua New Guinea’s Health Minister, Elias Kapavore. Wai stated that he was removed from consideration after refusing to appoint a doctor linked to previous mismanagement of Global Fund resources.

Minister Kapavore rejected the claim that he exerted political pressure or showed favoritism, stressing that all leadership appointments were merit-based and followed strict public service procedures. The appointment of Mr. Pascoe Kase as Secretary for Health was independently managed by the Department of Personnel Management, the Public Service Commission, and an external human resource firm, with final approval by the National Executive Council.

The Minister explained that Mr. Wai’s exclusion from the shortlist was based on integrity concerns, including inconsistencies in his birth records documented across multiple official documents. The Minister emphasized that no political authority influenced this decision.

Kapavore also addressed Wai’s allegation that Dr. Daoni Esorom was favored, affirming that any appointments were guided solely by operational priorities to strengthen governance and corporate services within the National Department of Health. Dr. Esorom’s leadership during critical periods, such as the COVID-19 pandemic, hospital management reforms, and policy progression, demonstrates his suitability for senior roles.

The Health Minister stressed the importance of respecting institutional decisions and warned that continued dissemination of misleading claims could harm ongoing reform efforts and relationships with development partners.

“I call on all stakeholders to remain focused on delivering accessible, reliable, and quality health care,” Minister Kapavore said. “Responsible leadership and reasoned dialogue will ensure a stronger, healthier future for Papua New Guineans.”
