Papua New Guinea’s push into the National Rugby League has received a major boost, with Prime Minister James Marape announcing tax-free salaries for the PNG Chiefs franchise ahead of its 2028 debut.

Marape made the announcement during the official opening of the team’s headquarters in Port Moresby, describing the incentive as a strategic move to attract world-class players and coaching staff to the PNG-based club.
“The best players on the market, the best coach on the market, whoever they are, the Government has (offered you) an incentive not seen before,” he said.
“The salary you are contracted to is non-taxable.
“Whatever salary you are contracted to – from player to coach to technical heads – is tax-free.”
The headquarters, situated within the Santos National Football Stadium complex, was opened in the presence of chairperson Catherine Harris and general manager Michael Chammas, along with rugby league administrators and partners.
According to Marape, the incentive will not only apply to players and coaches but also to those involved in franchise operations and pathways linked to the SP PNG Hunters system.
He further reaffirmed that the Chiefs will remain closely connected with the National Rugby League as the club develops during its formative years.
“The umbilical cord is not yet cut,” he said.
“They know running rugby league better than you and me. But they still have strong attachment to us.
“It’s good for us as we grow.”
The Prime Minister also highlighted ongoing collaboration with the National Capital District Commission to improve safety and city presentation in Port Moresby for international visitors attending future home fixtures.
Plans are simultaneously progressing in Central and Milne Bay to upgrade tourism facilities so visiting fans can explore more destinations across the country during game periods.
Attendees at the event included PNG Chiefs chief executive officer Lorna McPherson, board members Marcus Bai, Ian Tarutia and Richard Pegum, PNG Rugby Football League chairman Stanis Tsaka, and Australian High Commissioner Ewen McDonald.
