Paita Questions Defence Minister Joseph on PNGDF Recruitment

Questions surrounding the PNG Defence Force recruitment process returned to the floor of Parliament, as Morobe Governor Rainbo Paita pursued further answers following issues raised in the previous sitting.

The follow-up exchange placed renewed focus on allegations that some recruits may have gained entry through improper channels.

PNG Defence Minister Dr. Billy Joseph

Defence Minister Dr Billy Joseph addressed the House, maintaining that the information he had earlier presented was sourced from his department and delivered in good faith.

He said there was no basis for an apology, standing by the details provided during the earlier parliamentary session.

The Minister confirmed that an investigation is underway into recruitment practices at the Goldie River Training Depot.

He said the probe will verify the claims and identify any breaches of established procedures.

Dr Joseph warned that individuals found to have bypassed the proper process would be removed from the force.

He added that the findings will be brought back to Parliament in a formal report.

The Minister also drew attention to ongoing capacity challenges within the PNGDF, noting that personnel numbers remain just over 2,900.

He said the government faces a major task in reaching its 2030 target of 7,000 members.

Dr Joseph explained that limited recruitment in previous years, caused by administrative issues, had contributed to the current shortfall.

He also revealed plans to assess regional balance within the force to ensure fair representation across provinces.

Looking ahead, the Minister outlined a more transparent recruitment approach, with applications to be taken directly from Grade 12 school leavers nationwide.

He assured Parliament that a full response addressing both the current and previous questions raised by Governor Paita would be delivered once all information is gathered, stating, “Those individuals will be removed.”
