PNG MP Accused of False Declarations, Double Benefits

An investigation into Moresby North-East MP John Kaupa is now underway in Papua New Guinea after the Ombudsman Commission formally referred allegations of misconduct to the Office of the Public Prosecutor.

Acting Public Prosecutor Helen Roalakona confirmed receipt of the referral, indicating that the case will be reviewed to determine whether legal proceedings should follow.

The allegations outlined in the referral revolve around three areas of concern involving declarations, business interests and benefits.

It is alleged that Mr Kaupa submitted misleading annual statements to the Ombudsman Commission between 2016 and 2019, particularly in relation to land assets whose declared values were reportedly much higher than their purchase prices.

Further claims suggest that both the MP and his wife, Josephine Kaupa, had interests in K General Cleaning and Maintenance Service, which was not declared in annual returns over a four-year period as required by law.

Another issue raised involves transport entitlements, with allegations that Mr Kaupa may have received a vehicle allowance while simultaneously utilising a vehicle provided by the National Capital District Commission.

Ms Roalakona said her office will evaluate all aspects of the referral to determine whether there is enough credible evidence to justify moving the case forward.

She explained that if the evidence meets the legal threshold, a request may be made for the establishment of a Leadership Tribunal to fully inquire into the allegations.
