Australian Expert to Assist Independent Probe into PNGDF Recruitment

An Australian defence expert will form part of an independent investigation team tasked with probing concerns surrounding the Papua New Guinea Defence Force’s 2026 recruitment process.

Prime Minister and Acting Defence Minister James Marape confirmed the appointment, stating that the three-member team will be led by Chief Secretary Ivan Pomaleo and supported by State Solicitor Daniel Rolpagarea.

He said the inclusion of a senior expert from the Australian Defence Force—either serving or retired—will strengthen the credibility and independence of the inquiry.

Mr Marape said a comprehensive investigation framework is being established, with Terms of Reference currently being finalised in consultation with the State Solicitor to ensure strict adherence to legal and procedural requirements.

He added that formal notices are being prepared for senior members of the defence establishment, including the Defence Commander, Deputy Commander and Defence Secretary, as part of the process.

The Prime Minister also confirmed that Defence responsibilities have been withdrawn from Defence Minister Billy Joseph pending the outcome of the investigation. Dr Joseph will continue to oversee his other ministerial portfolios.

“The decision is taken in the best interest of maintaining integrity, transparency and due process as we conduct a full assessment of the issues raised,” Mr Marape said.

The investigation will focus on alleged irregularities in recruitment, particularly at Murray Barracks, including the most recent intake.

“The inquiry will examine the full chain of events, from recruitment initiation through to processing at Murray Barracks and subsequent movements, including Goldie,” he said.

Mr Marape stressed that the investigation would be thorough and leave no aspect unexamined.

“No stone will be left unturned. We will establish the full facts, determine accountability and identify any offences committed at every level,” he said.

He said the review aims not only to address current concerns but to strengthen the overall recruitment and governance systems within the PNG Defence Force.

“This is about restoring integrity and ensuring we recruit the best young Papua New Guineans into our Defence Force,” he said.

Mr Marape added that the review will also align recruitment processes with Papua New Guinea’s growing security partnerships, including arrangements with Australia.

He reaffirmed the Government’s commitment to accountability and reform, describing the Defence Force as a critical pillar of national security.
