PNG Approves Starlink Licence to Boost Internet Access

Papua New Guinea has taken a major step toward expanding internet coverage after regulators approved a new operator licence for satellite provider Starlink, opening the door for improved connectivity nationwide.


The National Information and Communications Technology Authority (NICTA) announced the decision following a detailed assessment process, aimed at tackling ongoing issues with high costs, limited access, and unreliable communication services, especially in rural parts of the country.

According to NICTA, the approval was granted under the provisions of the National Information and Communications Technology Act 2009 after a thorough review of Starlink’s capabilities. The regulator examined the company’s technical systems, financial strength, and commitments to consumer protection before giving the green light.

The entry of low earth orbit satellite technology is expected to strengthen broadband services across Papua New Guinea. Authorities say it will work alongside existing mobile, fixed-line, and traditional satellite networks to improve overall service delivery.

Officials believe the presence of Starlink in the market will widen options for users while encouraging competitive pricing among service providers. This is also expected to lift service standards and bring more reliable connections to underserved communities.

NICTA Chief Executive Officer Polume Lume said the move is part of ongoing efforts to ensure inclusive digital growth across the country. He stressed that expanding access to affordable and dependable internet remains a priority for national development.

“The licensing of Starlink marks a significant milestone in bridging the digital divide in Papua New Guinea,” Lume said. “It will improve service affordability, expand access to reliable connectivity, and enable broader participation in the digital economy, particularly for our rural and hard-to-reach communities.”
