PNGDF Recruitment Probe: Opposition Says Step Aside Insufficient

The Opposition says the Defence Minister’s decision to “step aside” is insufficient, calling instead for his formal resignation amid the ongoing Papua New Guinea Defence Force (PNGDF) recruitment investigation.

Deputy Opposition Leader Keith Iduhu acknowledged Prime Minister James Marape’s move to temporarily assume control of the Defence portfolio after Dr. Billy Joseph announced he would step aside.

However, Mr. Iduhu said the measure does not address what he described as serious constitutional and ethical violations surrounding the 2026 recruitment intake.

“The Prime Minister’s acceptance of a temporary step-aside is a constitutional farce,” Mr. Iduhu said. “The Constitution clearly requires a Minister to either continue serving or resign. There is no provision for holding onto a Ministerial commission while ‘stepping aside.’ If the Government is serious about a clean investigation, Dr. Joseph must be formally dismissed today.”

The Prime Minister has appointed himself to oversee Defence while the State Solicitor, supported by senior officials from the Australian Defence Force, conducts the probe.

Mr. Iduhu also criticised the continued tenure of the PNGDF Commander, saying it undermines the investigation.

“You cannot investigate a house while the person in charge still holds the keys,” he said. “The Commander must be suspended immediately to protect recruitment officers and whistleblowers from intimidation. Failure to do so suggests the Government is more focused on appearances than uncovering the truth.”

The Opposition reiterated its commitment to a Defence Force that is merit-based, free from political interference, and representative of all regions of Papua New Guinea.
