Manning cautions police investigators to be fair and transparent

PNG ACTING Deputy Police Commissioner and Chief of Operations David Manning has cautioned police officers to be fair, transparent and to exercise care and due diligence in the performance of their duties.
The acting Chief of Police Operations said police personnel by their conduct must preserve the integrity of the Royal Papua New Guinea Constabulary.
He said members of the Constabulary must demonstrate professionalism in their conduct and must also handle court files diligently in order to achieve successful conviction rates in the courts.
Mr Manning made this comment to distance the constabulary from widespread speculations in social media about the arrest and impending arrests of certain prominent people purportedly involved in alleged improper activities in the recent past.
The Chief of Police Operations said the police force cannot be dictated by people’s expressed emotions in social media or used by well-to-do people who are vindictive and expect police to arrest and intimidate other people for their own gains.
He said the independence and impartiality of the constabulary was of paramount importance and must be maintained at all times.
He said to protect and preserve the integrity of the Constabulary, the management will now strictly reinforce existing protocols where all records including the major incident briefs pertaining to all major crimes, the status report during the investigative stages and the final report before arrests are made are progressively compiled and a copy furnished to the hierarchy.
He said in this way all major investigations will be objectively pursued within the spirit of transparency and impartiality. He said this is also important to ensure court files are properly managed with the intention to secure convictions in court.
