Both governments recognised the constitutional issues involved in the process.
They noted the ABG's proposal for a Treaty and the National Government's proposal to enact constitutional regulations.
They've agreed that both government officials immediately work on an appropriate framework that gives effect to the requirements in the national constitution that deals with referendum results and implementation.
They agreed the appropriate framework will explain in detail the mechanism to table the referendum results in the National Parliament and the manner in which Parliament may ratify the results.
The framework to be known as the Era Kone Covenant will go before both Cabinets by January 31st 2022 and be implemented by 31st March 2022 if accepted by both Cabinets.
