PNG Government Appoints Brian Riches as NICTA and UAS Board Chair
The Government of Papua New Guinea has appointed Mr. Brian Riches as Chairman of the National Information and Communications Technology Authority (NICTA) and the Universal Access and Service (UAS) Boards, marking a renewed focus on digital leadership and inclusive connectivity.
Mr. Riches was officially sworn in on Monday, 7 July 2025, in a ceremony held in Port Moresby. He succeeds former Chair Mr. Noel Mobiha, a highly regarded figure in PNG’s ICT sector, who served with distinction on the NICTA Board.
The new leadership is expected to play a pivotal role in driving forward digital reforms and expanding ICT services to rural and underserved populations throughout the country.
Also appointed to the NICTA Board is Mr. Charles Chew, who has been named the Independent Expert. Mr. Chew will take his oath of office at a later date. The board now comprises four members including Mr. Riches, Mr. Chew, non-executive member John Cholai, and NICTA CEO Kila Gulo-Vui (ex-officio).
In addition, Mr. Jack Tomon has taken his oath as the Private Sector Representative on the UAS Board, reinforcing the Government’s commitment to strengthening public-private partnerships in telecommunications and ICT development.
These appointments are part of the Government’s broader ICT reform strategy aimed at enhancing regulatory oversight, service delivery, and digital inclusion across Papua New Guinea.
