PNG’s NRL Dream Strengthened as PM Marape Praises Outgoing CEO Andrew Hill
Papua New Guinea’s bid to join the National Rugby League (NRL) has reached a major milestone, with Prime Minister James Marape acknowledging the pivotal role played by outgoing PNG NRL Chief Executive Officer Andrew Hill.
Hill, who has accepted the position of Chief Executive with the Penrith Panthers Group, was instrumental in setting up the governance framework, franchise board, and strategic roadmap for PNG’s entry into the competition by 2028.

Prime Minister Marape described Hill as “world-class,” crediting him for ensuring the project had credibility and direction. “Andrew Hill brought invaluable expertise and commitment, and because of his leadership, the bid is now firmly positioned for the next phase,” he said.
The vision of a PNG team in the NRL has been discussed since 2008, but gained renewed traction under the Marape government in 2019. Hill came on board in 2022 and quickly won respect from both rugby league fans and local communities for his cultural sensitivity and engagement.
Working alongside Bid Chairman Wapu Sonk, Hill oversaw critical progress in operational and financial planning. Marape said those foundations will help PNG’s bid succeed.
While Hill’s departure is considered a setback, the Prime Minister said his new role at Penrith would strengthen PNG’s ties with one of the strongest rugby league organisations globally. “He has assured me he will continue to support PNG in his new capacity,” Marape added.
The government has reaffirmed its commitment to the NRL bid, calling it a project of national importance that goes beyond sport, providing opportunities for youth development and uniting the country under one team.
