PNG Government Pays Full PSIP, DSIP Funds for 2025
The PNG Government has confirmed the full release of District Services Improvement Program (DSIP) and Provincial Services Improvement Program (PSIP) funds for the 2025 financial year, marking the first time all provinces and districts have received their allocations in full within the same year.

Minister for Finance Thomas Opa said the payments demonstrate the Marape-Rosso Government’s commitment to timely, fair and transparent funding for service delivery at sub-national levels.
According to the Department of Finance, a total of K1.18 billion was disbursed, with K960 million paid to 96 districts and K220 million released to the country’s 22 provinces. Each province received K10 million as part of the PSIP allocation.
Mr Opa said the achievement followed improved fiscal planning, stronger budget discipline and closer coordination between the Treasury, Finance Department and implementing agencies.
He acknowledged that in previous years, DSIP and PSIP disbursements were often delayed or released partially due to cash-flow pressures and administrative bottlenecks, which disrupted project delivery in both rural and urban areas.
The Finance Minister reminded provincial and district administrators that the funds must be used strictly in line with approved guidelines and that proper acquittals and reporting are mandatory.
Oversight agencies, including relevant departments and statutory bodies, will continue to monitor compliance to ensure value for money and prevent misuse of public funds.
“This achievement comes with responsibility. I expect all leaders and administrators to ensure these funds are spent strictly in accordance with the guidelines and that proper acquittals are submitted,” Mr Opa said.
