PNG Health Minister Kapavore Urges Reforms at Laloki Psychiatric Hospital

Papua New Guinea Health Minister Elias Kapavore has called for the restoration of clinical and corporate governance systems at Laloki Psychiatric Hospital to ensure the institution effectively delivers its core functions.

As part of this initiative, Kapavore announced the appointments of Dr. Ludwig Nanawar as the new acting chief executive officer and Dr. Nelson Mek as the acting director of the Social Change and Mental Health Directorate. Dr. Nanawar replaces Dr. Esorom Daoni, whose three-month term as acting CEO ended last Friday.

According to Dr. Daoni, while the hospital has a team of multi-specialised staff in place, leadership has been a significant challenge. He emphasized the importance of the new appointments, adding that K10 million would be allocated to initiate changes, including improving remuneration for workers.

Dr. Nanawar highlighted the need to fill existing vacancies and adjust pay grades to attract qualified candidates. He noted that the current pay grade for executives, such as his acting Grade 17 position, is insufficient, suggesting the need for improvements to enhance recruitment efforts.

Minister Kapavore further revealed that the outcome of an investigation would determine whether amendments or a repeal of the Mental Health Act 2015 would be necessary to address the hospital’s challenges effectively.
