O'Neill to file legal action Against PNG Police Commissioner Manning, Minister Kramer

Former Papua New Guinea Prime Minister Peter O'Neill will file legal action against acting Police Commissioner Manning and Police Minister  Bryan Kramer  after police withdrew the arrest warrant against him. Mr.O'Neill  said this in a statement that  'it is with absolute disgust that the Nation has seen the illegal and corrupt behavior of the Police Minister and his Acting Police Commissioner played out before the National Court today.

Between them they orchestrated an arrest warrant against me, a warrant that was clearly defective and politically motivated, and in the process they have compromised all those connected with this warrant as well as drawing negative international news coverage of our Nation.

Lawyers for the RPNGC admitted their fault in creating this defective warrant by asking that it be withdrawn due to lack of evidence.

These two individuals have a degenerate view of process where they think they can misuse the powers of the police force to have charges laid on a Leader, without any basis or evidence whatsoever, just for the purpose of creating political media attention.

I will now initiate legal action against Bryan Kramer and David Manning over false charges and contempt, and with firm grounds will refer both to the Ombudsman Commission.

The Police Minister and the Acting Police Commissioner have no other option but to resign over their misuse of police powers for political purposes, and if they do not resign the Prime Minister must now step up and show moral leadership and terminate his Police Minister’s commission.
This is clearly a case of official corruption on the part of the Police Minister who has attempted to misuse the powers of his office and the RPNGC for political purposes. There are a number of matters relating to this case that form grounds for the referral to the Ombudsman Commission, and investigation by Police for official corruption.

One of these issues is the timing of the processing of the complaint made by Bryan Kramer, that was pushed ahead of a range of other complaints awaiting investigation. The warrant was issued after the complaint against me was lodged and he became minister, while many earlier complaints of a similar nature from other parties, including two previous against Bryan Kramer himself, have not been actioned. Complaints concerning breaches of the Cyber crime Code Act against the police minister were lodged in June 2018 and February 2019. The complaint by Police Minister Kramer against myself was lodged on 7 October 2019.

The matter of collusion involving the Minister in fast-tracking this complaint must also be investigated, and importantly it must be revealed if the Police Minister discussed this matter with the Prime Minister in the weeks before the defective arrest warrant was issued.

Further, and very serious, it must be asked if both the Police Minister, and the Acting Commissioner of Police, personally called the Boroko Police Station on numerous occasions while I was visiting the station, and demanded officers arrest me despite the clear court order preventing this from taking place. Then, as a result of this refusal to participate in the illegal directive by the Police Minister and the Acting Police Commissioner, was the RPNGC Director of Legal Services removed from his duties?

It is also important to note that in the application for the arrest warrant, the only affidavit is given by Quentin Chollaii, and not by the complainant Bryan Kramer. Quentin Chollaii is the First Secretary to Mekere Morauta.

Bryan Kramer has a moral and a legal obligation to answer for claims of official corruption that are being made against him.

Ultimately, we have a very strong and independent judiciary in our country, that cannot be perverted by the likes of Bryan Kramer for political gain.

Finally, immunity must be given to whistle-blowers, particularly in the RPNGC, who are prepared to come forward and shed further light on the misuse of police power that has been applied by Bryan Kramer and David Manning.
